The hair color that will give you the prettiest and most natural results is one that complements your natural eye color and complexion.
With green eyes and light skin, I don’t think you want to go too dark. Black or very dark brown hair can look unnaturally harsh on girls with fair skin, so lowlights might be a better option for you, if you’re craving a richer color. If you do decide to go darker all-over, deepen your hair by only two shades maximum, and consider using a “multi-faceted” coloring kit, such as Feria, to give your newly darkened hair some contrast and keep it from looking too heavy.
If you’re a light brunette, with your fair skin you can definitely pull off one of the darker shades of blonde. However, if your hair is medium brown, you might look odd with all-over blonde hair. Try a few light caramel highlights around your face instead - DIY using a coloring kit, or via a professional at a salon.
Have you considered red tones? With fair skin and green hair, a reddish dye might look gorgeous on you. Anyone can look good in red, actually - the trick is choosing the correct shade of red for your natural coloring. If you have a warm skin tone (peachy or ruddy), go for a warm copper or ginger shade of red. If your skin is more pinkish, choose a more browny red, such as caramels or auburns.
When deciding to go for highlights, lowlights or all-over color, consider the amount of time and upkeep you are willing to put into maintaining your color. An all-over dye will require constant (every 4 to 6 week) re-dyes to combat regrowth (roots). This can be time-consuming and expensive. Highlights are more natural looking when they grow out, so you don’t have to redo them often.
Also, consider why you want to color. If you want a total change of your look and image, an all-over color job is probably what you’re looking for. But if you just want to warm or brighten your complexion and add a pretty complement to your hair, then highlights around your face would probably work quite well.
Whatever hair color you choose, always remember the golden rule of coloring: You have to match your hair’s natural undertones to the hair color shade you pick. So if you have a cool skin tone (ivory or ashy), use ash or beige tones of blonde, cool ash browns, or caramel reds. If your skin is warm (peachy or yellowish), select golden or straw hues of blonde, golden browns, and copper reds.
